Known Issues & Workarounds
Below is a list of known issues you may experience as a user of FDM.
This list may be updated as more information and workarounds become available.

OGE 278 Issues

Change back to Organizational SLC not changing Filer selected SLC
OGE 278 Filers who are also a Supervisor to multiple org units in FDM can select a specific Senior Legal Counsel (SLC) to review each of their disclosure reports. Currently, reviewers have the ability to change the Filer selected (Individual) SLC back to the Organizational SLC from the Review Status page. However, when this option is selected, "Change Back to Organizational Senior Legal Counsel" the original, Filer selected SLC is retained.

Submit to DAEO button not displaying for certain FDM Reviewers
Submit to DAEO button does not display on the Review Status page for Supervisors and SLCs who are assigned to org units that are superior to the org unit where Filer currently resides.
Tip & Workaround - Contact the listed DAEO and ask him/her to Submit to DAEO.

Reviewer checkboxes display an error and/or the eSign button does not display when a filer is attempting to submit their report.
A default reviewer at the Agency level (SLC, DAEO, or Supervisor) is missing.

FDM Level Supervisor or DAEO cannot sign his own disclosure
Normally, if a supervisor or DAEO is a filer in their own Org Unit, FDM searches up the organization for a different reviewer and allows that person to sign the report. In the case where a Filer actually resides in the Top Level Org Unit where they also play either a Supervisor or DAEO role FDM has no upward recourse to locate a reviewer. The DAEO or Supervisor will not be allowed to sign the report as a reviewer.
Tip & Workaround - Filers should not be placed in the top Level Org Unit, typically at the Agency level. Create an Org unit just below the Agency and then add the filers to that org unit.

OGE 450 Issues

The Change Individual 450 Certifier notification page lists the incorrect 450 Certifier in the Send Notification e-mail to section when the report Filer is also a 450 Certifier for the organization in which they file.

FDM Level Supervisor cannot sign report
Normally, if a supervisor is a filer in their own Org Unit, FDM searches up the organization for a different reviewer and allows that person to sign the report. In the case where a Filer actually resides in the Top Level Org Unit where they also play a Supervisor role FDM has no upward recourse to locate a reviewer. The Supervisor will not be allowed to sign the report as a reviewer.

App Error thrown when 450 Filer eSigns one report and then click <Amend> action on another 450 Report.
The 450 Filer logs in, goes to My Reports > Report List, and clicks the <Edit> action button on a report, then eSigns. Following this, the 450 Filer goes to My Reports > Report List, and clicks the <Amend> action button on a different 450 report than the one previously eSigned. Instead of the Amending a Report screen being displayed, the user receieves an App Error response.
Tip & Workaround - If the 450 Filer logs out and logs back in, they can then click the <Amend> action button to correctly move the report to AIP.

The Summary Totals table on Disclosur Details Report (DDR) 278-Reports needs to have a row with Reporting Status "Annual" replaced with 3 rows: Incumbent, Incumbent/Termination, and Termination.
The DAEO logs in, goes to Management > Periodic Reports and clicks the <Disclosure Details Reports> link, selects Org Tree = FDM and selects the following filters: Mode = Show All, Form Type = OGE 278, Year = 2018 , and clicks the <Apply Filters> action button. The <Disclosure Details Report> generated should display the following statuesL New Entrant, Incumbent, Incumbent/Termination, Termination, and Total. The actual response to this process produces the following results: New Entrant, Annual, and Total.
Tip & Workaround - Step 1, the user must export the DDR report. Step 2, filter the Report Type column on a specific report type (e.g. OGE 278 Incumbent/Termination). Step 3, count the number of reports for the selected Report Types. Repeat Steps 2 and 3 for each of the following Report Types:
  • OGE 278 Incumbent
  • OGE 278 Incumbent/Termination
  • OGE 278 New Entrant
  • OGE 278 Termination

Admin Issues

Move Filer – Assigning Org Unit
The View Filer page incorrectly shows reports as being assigned by the current org unit after the filer and his/her reports have been moved from a previous org unit. For example, if a Filer was assigned reports to complete by org unit A and the Filer was moved to org unit B, the View Filer page incorrectly shows the reports as being assigned by org unit B.

The Move Filer page incorrectly allows Administratively closed reports to be moved with a filer to a new org unit if the Administratively Closed report is assigned.

Cannot move incomplete reports with Filer
Incomplete, assigned reports do not move with the filer if the filer being moved or added is already a filer in another Org Unit in FDM.
Tip & Workaround -Leave the Filer in the previous org unit and ask the POC to "release" or unassign the report. Once the report has been unassigned, you will be able to add/move the filer into the new org unit along with the report.

Reports do not automatically move with Filer
The Move Report with Filer? checkbox on the Confirm Move Filer page is not automatically selected when moving a filer to a new org unit. This results in possibly having the incorrect reviewers aligned with a report because the report is left in the previous org unit.
Tip & Workaround - When moving filers, be sure to check the Move Report with Filer? checkbox to ensure that the report moves with the Filer and the correct reviewers are aligned to the report.

Management Reports

The Printer Friendly version of Disclosure Report Detail Management Report does not always print if management report is longer than 2 pages.
Workaround Solution - To print a copy of the Disclosure Report Detail, select File | Print from your browser menu when on the Disclosure Report Detail page.

Management report results display correctly on the screen because the data will wrap within the columns. When using the Print-Friendly option, however, long email addresses or other long names will cause the output to be larger than the portrait page. The last columns of the report are truncated.
Tip & Workaround -Select the report information and then copy and paste into Microsoft Word. Change the page orientation in Word to Landscape. When you copy contents from a web page into Word, the format may change.

The "Duplicate Org Unit Name Warning" displays when special characters are entered within an Agency's Org Unit Name or Description.
Tip & Workaround - If you receive the "Duplicate Org Unit name Warning," click the Org Units tab, navigate to the appropriate Org Unit and revise the name and/or description by removing any special characters.

800X600 Screen Resolution Limits Page Display
FDM Users whose monitor resolution is set to 800x600 will have limited display of the Report Notes page and the Disclosure Detail Report Management Report.
Tip & Workaround - To display these FDM pages properly, users should adjust their monitor displays to 1280 x 1024 when using FDM. Go to "Start" | "Control Panel". Double click on the "Display" icon. Click the "Settings" tab and move the Screen Resolution arrow over to 1280 X 1024. Click "Apply".

Worklist Filer Org Unit may be confusing
The Review Reports – Worklist Org Unit column does not clearly indicate that the Org Unit listed is the report assigning org unit not the org unit where the Filer is located in FDM.

Incorrect Audit Event Recorded
An incomplete report audit event is recorded when notifications are sent from the Remind Filers tool to Filers who have not submitted their reports and Filers who are late.

Report Assignment not allowed
Filer's cannot be assigned a report to file from the View Filer Page.
Tip & Workaround -To assign a report, go to the My Filers page, select Filer and the click the Assign Report button.

Cannot edit report comments
FDM users cannot edit report comments once the maximum number of comments for a report has been reached.

Problems during Filer submit process (3734)
Symptom
For an OGE 278 report submission:

Subsequently, if a Reviewer opens this report and clicks on Review Status on the Menu bar an Application Error screen displays. If the filer opens this report and clicks either Review Status or proceeds to Wrap-Up, an Application Error screen displays.

Tip & Workaround

Notify the help desk (443) 861-8247 who can resolve the issue of the missing default role.

Management Reports Truncated (3705)
Symptom

Management report results display correctly on the screen because the data will wrap within the columns. When using the Print-Friendly option, however, long email addresses or other long names will cause the output to be larger than the portrait page. The last columns of the report are truncated.


Tip & Workaround

Click the Print button on the screen in the upper right hand corner.
